Assistant MQA Specialist

Ensuring that all MQA activities conform, as a minimum, to the standard operating procedures and risk profiles.

Key Responsibilities

  • Understudy the MQA Specialist in vetting and clearance activities, for the assessment, screening and clearance of oil, gas and chemical vessels and terminals.
  • Undertake structure training and development plan with the aim of progressing to the role of MQA Specialist.
  • Assist the Marine Quality Assurance Specialist in conducting evaluation of vessel and terminal operator audit / incident reports to determine their conformance with relevant standards/expectations and their suitability for use.
  • Assist in conducting risk assessments of third-party marine assets.
  • Assist in providing operational assurance for time-chartered vessels and ensure delivery of HSSE performance of the time-chartered fleet. Including requesting and review of MESQAC and D&A declarations.
  • Support the MQA Specialist in ensuring consistent application of all marine assurance policies and procedures.
  • Provide feedback to the Audit and Inspection team to support the development and promulgation of audit / inspection best practice with the objective of achieving global consistency of audit / inspection activity across employed and sub-contracted auditors / inspectors.
  • Conducting terminal and refinery audits / inspections.
  • Contribute to identifying scope of current and future shipping and marine related activities, providing early marine advice.
  • Maritime marine quality requirements and procedures, including involvement in projects/peer group reviews and pre / post start up audits
  • In conjunction with other regional offices, maintain data within the SmartQA system and other relevant sources in order to sustain accurate and contemporary information.
  • Provide innovation and development to ensure continuous improvement of systems, processes, procedures, and capabilities to ensure ever increasing efficiency of the business model is continuously achieved.
  • Assist in produce management stewardship reports that detail KPI, business metrics and SLA performance.
  • Maintain office technical library up to date.
  • May be asked from time to time to undertake other tasks that are relevant to the position.

 

Candidate Requirements 

  • Class 3 OOW/Engine COC/Nationally recognised Barge Master License, or Marine degree-based qualification together with extensive industry experience as a Naval Architect/Classification surveyor
  • Lead Auditor experience
  • Experience a Junior Officer with seagoing experience on tanker vessels or other relevant experience in the shipping industry.
  • Knowledge of OCIMF TMSA, as well as OCIMF SIRE, CDI and EBIS as well as OCIMG Marine Terminal Baseline criteria.
  • Knowledge of risk assessment techniques
  • Sound understanding of classification, Flag State, IMO, ISM/ISPS, SOLAS and MARPOL requirements.
  • Excellent communication skills with an ability to engage with all levels of management both internally and externally – specifically with third party Companies in the Marine Industry.
  • Experience leading/contributing to solving demanding operational problems
  • Understanding of commercial sensitivity of MQA information
